MATCH OF TuRKIYE'S PROGRAM BUDGET WITH THE SUSTAINABLE DEVELOPMENT GOALS

The documents that embody the goals that the states want to achieve are the budgets. With this feature, budgets; it gives clues about how states will follow a path to ensure administrative, economic , environmental sustainability. The Sustainable Development Goals, which were set forth by the United Nations with the aim of "leaving no one behind", were accepted by 193 countries to be realized between 2015 and 2030. Turkiye is also among these countries. In our study, it is aimed to examine to what extent the program budget, which entered into force as of 2020, serves the United Nations Sustainable Development Goals (SDGs). In this context, 17 SDGs and 67 budget programs were matched , it was revealed how much share was allocated to each SDG from the budget. Turkiye ranked 71st among 163 countries in the SDG index in 2021. As a result of the study, it was determined that Turkiye could not allocate sufficient resources from the budget to realize some SDGs. It is considered that Turkiye may rise rapidly in the SDG index with the preparation of budget programs in line with SDGs in the upcoming period. In addition, it is evaluated that the new budget system can take on a sustainable development-oriented structure.
