Bu çalışma, Türkiye'de LGBTİ'lere (lezbiyen, gey, biseksüel, trans, interseks) yönelik etkili sosyal hizmet uygulamasının gerekliliklerini saptamak amacı ile gerçekleştirilmiştir. Tıpkı diğer kırılgan gruplar/azınlıklar gibi, LGBTİ'ler de pek çoğu ekonomik temelli olan barınma, eğitim, sağlık, istihdam, sosyal güvenlik, kişisel güvenlik gibi temel ihtiyaçlarını karşılamakta sorunlar yaşamakta ve bu sorunları aşmak için desteğe ihtiyaç duymaktadır. Ancak, LGBTİ'ler toplumun heteropatriarkal yapısından kaynaklı cinsel yönelim ya da cinsiyet kimliğine dayanan ayrımcılıktan dolayı kurumsal destek alabilecekleri mekanizmalardan dışlanmaktadır. Türkiye'de, kırılgan/desteğe ihtiyaç duyan kişilere sosyal hizmet sağlamakla yükümlü birincil kurum olan Aile ve Sosyal Politikalar Bakanlığı'nın LGBTİ'lerin sorunlarını gündemine almadığı, onları ekonomik ve sosyal sorunlar karşısında yalnız bıraktığı görülmektedir. Çalışmada, tüm bireyler gibi LGBTİ'ler de sosyal hizmetlerden yararlanma hakkına sahip olmaları esasına dayanılarak, sosyal politika alanında karar vericilerin ve sosyal hizmet sağlayıcıların onları dikkate almalarının zorunluluğu üzerinden hareket edilmiştir. Farklı yaşam dönemlerinde karşılaştıkları psiko-sosyal sorunları çözme noktasında ağırlıklı olarak enformel ağlardan faydalandıkları bilinen LGBTİ'lere karşı devletin sosyal hizmet/destek kapsamındaki yükümlülükleri belirlenmeye çalışılmış ve yaşanan güçlükleri aşmaya yönelik önerilerde bulunulmuştur; This study aims to define the requirements of effective provision of social services to LGBTIs (lesbian, gay, bisexual, transgender and intersex) in Turkey. Similar to other vulnerable groups/minorities, LGBTIs are also faced with challenges in meeting their basic necessities, most of which has an economic base such as housing, education, health, employment, social security, personal security, and need support to overcome these problems. However, as a result of discrimination based on sexual orientation or gender identity originating from the heteropatriarchal structure of the society, LGBTIs are excluded from the mechanisms where they can receive institutional support. In Turkey, it is seen that the Ministry of Family and Social Policies, the primary institution responsible for providing social services to those who are vulnerable/need support, does not put the problems of LGBTIs on its agenda and leaves them marginalized vis-à-vis economic and social problems. In the present study, considering the fact that LGBTIs have the right to enjoy social services as anyone else, the necessity of social policy decision makers and social service providers to take them into account is taken as a point of departure. Furthermore, it is aimed to determine the government's liabilities within the context of providing social services/support to LGBTIs, who are known to resort to informal networks mainly to solve their psycho-social problems at different phases of their lives, and several suggestions to overcome the current challenges are made

A general view of poverty in Turkey as an issue for social work in the light of behavioral finance and game theory

In this chapter, the authors define poverty in general terms before including statistics for a detailed, Turkey-Specific discussion. Once the authors elaborate on the causes of poverty, they introduce behavioural economics and game theory, the fundamental aim of the chapter being to examine how these two theories affect perceptions of poverty and the struggle against poverty. Another issue that enters into the scope of this chapter is to what extent the poor themselves are responsible for their own poverty. On this question, game theory and behavioural economics can potentially be marshalled against the poor. However, we also argue that, by using a different approach, both theories can be interpreted in the poor's favour. We examine the Double-Sided nature of these two theories in detail and stress how important it is in the study of poverty to consider the disadvantageous position in which the poor find themselves. © 2015, IGI Global. As a result of an organizational learning attitude which elevates learning from a personal level to an organizational activity, examining the learning organization perception of school managements' components is very important to reveal the state of schools in terms of becoming learning organizations. In order to better assess educational organizations' openness to the process of change and schools' states in terms of becoming learning organizations, it is worth examining schools' perceptions of learning organizations. It is thought that examining primary schools' openness to learning as an organization and revealing their competence in terms of learning organization disciplines will provide an idea about primary schools' possibility of becoming "schools of the future". The purpose of this study is to examine primary school teachers' perceptions of their schools in terms of the learning organization approach. The study group of the research consists of 392 teachers working in the European side of Istanbul. A "Learning School Scale", in order to reveal teachers' perception of learning schools was used in this study. A "Screening Model" was used in this study to determine teachers' perceptions of learning organizations. Descriptive statistical methods and a statistical package program were used to analyze the data. Teachers' perceptions of learning organizations related to their own schools was examined based on gender, field, school type, seniority, and educational status variables. The findings obtained as a result of this study suggest that team learning activities should be the center of focus in order to familiarize teachers with the idea of a shared vision in the vision creation process and enhance their belief in the possibility of realizing this vision.

A Study on the Use of Social Networks by Turkish and German University Students in the Globalization Process

Today's rapidly evolving technology is expanding the use of innovative communication technologies and their usage areas. to traditional communication technologies today; smartphones, laptop computers, handheld computers, and tablets are also added. Wireless communication technology removes time and space limits, allowing people to communicate both voiced and visual whenever and wherever they wish. Every day, millions of people communicate with each other through social networking networks and share their experience day by day with other network users. The social networks that people often use are also affecting interpersonal relationships. The purpose of this research is to determine the aims of Turkish and German university students to use social networks and how effective social influence is in interpersonal communication. A total of 338 students, 236 Turkish students studying at Karabuk University and 102 German students studying at Kassel University in Germany, participated in the research in the academic year of 2016-2017. A questionnaire developed by Ozdayi (2010), which will reveal the use of social networks by students as a data collection tool, was used. The questionnaire contains 11 open-ended questions and 13 items of "social effect dimension" of social networks developed as Likert type. Percentages, mean and t test for binary comparison were used as statistical analysis in the study. According to research findings; all students have smartphones and they use whatsapp, facebook and youtube most from social networks. By students, social media is used to look at mails, homework, study, follow current events, read news, communicate with friends, make new friends, get informed about activities, share videos and photos and have fun. Also by students travel, shopping, technology and cinema blogs are the most preferred. In the survey, in the social dimension of social networks; there was no significant difference between the groups regarding "communication, self-expression, staying out of the group, becoming popular, joining groups, getting social environment, getting status in social environment and sharing". On the other hand, social networking has become an important means of communication and interaction among people today. For this reason, academicians should encourage students who are interested in new technology and communication applications to support the achievement of up-to-date information within the context of lifelong learning, and to conduct research for their own development in the teaching-learning process.
